I think this is either a myth, or you're confusing a Google user's policy with law.
I could be wrong, but to me the fact it would be a free speech violation is pretty convincing that it couldn't be a law in the U.S.

I believe it was in another thread where Karl discussed it. Something like "getting new VV members" or the like. Too tired to search for it right now.

Maybe "illegal" is an exaggeration but you can be wiped from Google entirely if you try to Googlebomb.
 
Yeah, it's a google policy not a law. So not illegal, but google does take that sort of thing very seriously. They recently knocked one of their own services back several search pages for violating one of the optimization rules. But I dunno if they'd count user posts on a message board?
