A very interesting concept, but surely impossible to govern and monitor...

Allow vegans to opt-out of paying taxes that subsidise animal agriculture
yeah.
It would be much easier and maybe even better to just end (slowly, gradually, and incrementally) subsidies to animal agriculture.
Of course this would result in higher prices for meat.
Carnists would call this policy non-progressive and harm the poor, but no one says you Have to eat meat.
Also corporate shills would come up with stuff like the government is coming for your hamburgers.

Getting people to eat less meat would be good for health care, the environment, and especially the animals.

In the USA, The Green New Deal had this built in. Please Vote Blue.
 

Since 2022, factory farms have been “roasting” birds alive in super-heated sheds with no ventilation. Why? Because it’s a cheap way to exterminate entire flocks to prevent the spread of avian influenza. It’s called ventilation shutdown plus (VSD+).
The pain, fear, and distress these birds likely experience is unimaginable. The process involves shutting down ventilation and pumping in heat, spiking temperatures to above 104°F. Death—likely from multiple organ failure—can take hours.
