Where they probably forgot to wash their hands or had the instructions upside down and tied the wrong tube or something. I'm sure this just seems like the politically correct thing to say, and might threaten the masculinity of the guys who need to know they're not shooting blanks when they're gang raping bus passengers, but if they're going to undergo something like this it's much more cost effective and less risky to target the males.
