Pirates hijack ship in Philippines, take several hostages
Indonesia said Tuesday that 10 of its citizens are being held hostage in the Philippines after their ship was hijacked in the often-insecure border region between the two countries.

The Foreign Ministry said in a statement that the owner of the hijacked tug boat and coal barge has received two telephone calls, purportedly from the militant group Abu Sayyaf, demanding a ransom.

Four sailors from Malaysia have been kidnapped off a cargo ship passing close to the southern Philippines night, less than a week after 10 sailors from Indonesia were abducted nearby, according to police officials from the three countries.

The seizure of the men is the latest in a series of kidnappings in the lawless waters and coastlines of the southern Philippines in the past year.

More than 18 foreign citizens are being held in the southern Philippines by kidnap-for-ransom groups pledging allegiance to the Islamic State, the Philippine military said.

Malaysia has proposed joint maritime patrols and aerial surveillance with the Philippines and Indonesia in the Sulu Sea at the border of Sabah amid a rash of kidnappings, reports said.

Defense Minister Datuk Seri Hishammuddin Hussein said Malaysia will tackle the piracy and kidnapping problems in the Sulu Sea with his Philippine and Indonesian counterparts — Voltaire Gazmin and Ryamizard Ryacudu — according to the Malay Mail.

The same approach was also initiated by Malaysia Prime Minister Datuk Seri Najib Razak to address piracy in the Strait of Melaka.

Three hostages being held by militants in the Philippines have appeared in a video pleading for their governments to meet the captors' demands.

The Canadian, Norwegian and Filipino men are being held by Abu Sayyaf, the Islamist militant separatists who last week beheaded Canadian John Ridsdel.

In the video, the hostages say if the demands are not met "we will be executed like our friend John".

On Sunday, the group released 10 Indonesian sailors they had been holding for five weeks.

It is still holding several captives, including a group of eight Malaysians and Indonesians seized from boats and a Dutch birdwatcher taken in 2012.

Abu Sayyaf rebels in the Southern Philippines freed four kidnapped Malaysian tugboat crewmen on Wednesday following a series of private negotiations, reports said.

It said the four men – Wong Teck Kang, 31, Wong Hung Sing, 34, Wong Teck Chii, 29, and Johnny Lau Jung Hien, 21, – were spirited out of Sulu province after rebels handed them over to unidentified Filipino negotiators.
It was not immediately known if ransom was paid for their freedom, but the Abu Sayyaf had demanded 18 million Malaysian ringgits for the safe release of the hostages, who are all natives of Sarawak. The military’s Western Mindanao Command and the regional police did not issue any statement on the release of the Malaysians.

Philippine authorities have failed miserably to stop cross-border kidnappings by the Abu Sayyaf in the oil-rich state of Sabah.

Just before the May 9 national elections, two Filipino military generals were sacked for failing to stop the Abu Sayyaf kidnappings inside Sabah. The Abu Sayyaf had in the past beheaded a Malaysian hostage in the Southern Philippines and killed a maritime policeman in a raid on a popular resort in Sabah.

A spokesman for the Islamic State-linked Abu Sayyaf group told the Philippine Daily Inquirer that Canadian sailor Robert Hall was beheaded on Monday afternoon after the expiry of a deadline to pay a US$13 million ransom for three hostages.

The body would be dumped in a town, he said. Philippine media also quoted multiple sources confirming the killing because ransom demands were not met.

The kidnappers beheaded 68-year-old former Canadian mining consultant John Ridsdel on April 25 after his family failed to pay a ransom.

His head was found in a plastic bag on a street corner in the town of Jolo.
