Cascade Mall shooting: Mayor vows to 'bring the son of a ***** to justice'
BURLINGTON, Skagit County — The search continued Saturday morning for the gunman who fatally shot five people Friday night in the Cascade Mall in Burlington.

Four female victims were confirmed dead Friday evening, State Patrol Sgt. Mark Francis said. A male victim who had been flown to Seattle’s Harborview Medical Center in critical condition died overnight, Francis tweeted at 3:28 a.m. Saturday.

The victims identities have not been released, but authorities say they ranged from a teen to seniors.

The suspect was described as appearing to be a Hispanic male in his late teens to mid-20s with a close-shaved haircut. He used a long gun similar to a hunting rifle, Francis said. Police released a security-footage photo of him shortly after 9 p.m.

A motive for the shootings is still unknown, authorities said Saturday.

Officials have released several photos of the suspect taken from security-camera footage inside the mall. He was wearing a black short-sleeved shirt and black shorts.

Cammock ( Mount Vernon Police Department Lt. Chris Cammock, commander of the Skagit Multi-Agency Response Team (SMART)) said the suspect walked into the mall apparently unarmed and returned about 10 minutes later with a rifle. A rifle was recovered by police at the scene, he said.

Police have named him as Arcan Cetin, 20, of Oak Harbor, Washington, a town south-west of Burlington where the shooting happened.
At a news conference, police said the suspect's car had been identified from security cameras at the shopping centre.

Lt Mike Hawley, of Island County Sheriff's Department, said the car was later spotted in Oak Harbor. He said he had been on his way to the scene when he saw the suspect by the side of a road and arrested him.

Lt Hawley said the man "said nothing, he was zombie like" and was not carrying a weapon.

So far, police say they know of no motive for the shootings.

A couple years ago, Marty Baldwin said he allowed the suspected gunman, who was homeless at the time, to move in with him and his wife. But Baldwin kicked him out a few months later after learning the younger man was using and selling drugs, he said.

Baldwin said he called 911 Friday night after recognizing the man he knew as “Frankie” on TV.

Disturbing portrait emerges of suspect in Washington state mall killings
“really creepy, rude and obnoxious”
Cetin, 20, who came to the United States from Turkey as a child, was described by authorities as having called out women’s names as he allegedly killed them in a hail of bullets Friday night at the Cascade Mall in Burlington.

Cetin had been repeatedly charged with domestic violence and was under a court order prohibiting him from possessing a gun. In the puzzles of his social media history, he was described by friends and others as both likeable and unbearable.

Court records show Cetin has faced three domestic violence assault charges in Skagit and Island counties, involving disputes with his stepfather. There is no record of any convictions. In December, however, a judge ordered Cetin not to possess firearms. The judge also suggested imposing a no-contact order, but the stepfather objected, saying Cetin was going through “a hard time” and needed the stepfather’s help.

Documents filed as part of Monday's hearing say that Cetin entered the mall through a restaurant and walked through the Macy's department store before exiting again. He entered his car and moved it closer to Macy's, and then took a Ruger .22 caliber rifle from the trunk. Cetin then returned to Macy's and began shooting, first killing a 16-year-old girl standing next to a clothing rack and then killing four more people near the makeup counter. Three of those victims were women, aged 52, 64, and 95, while the fifth victim was a 61 year-old-man.

After the shooting, Cetin placed the gun on the makeup counter and left the store.

The court documents revealed some details about Cetin's family history but did not specifically allude to a motive. His stepfather, David Marshall, told investigators that Cetin had "mental issues." He had also recently moved out on his own after living with his stepfather and mother. Marshall said he had eaten with Cetin just a few hours before the shooting. Weapons and ammunition belonging to Marshall and matching those used in the shooting had gone missing, Marshall added.
