Yes, we know about this law. This is a major breakthrough in lawmaking (i doubt it will work here though). What about this "Breed-specific legislation" thing,- it has existed for ages, and unfortunately it has some common sense (and sad history): since 1990s there have been too many cases when dogs of certain breeds have been killing people (especially kids),- and those dogs were not homeless,- they belonged to selfish and perverted oligarchs and were deliberately trained to kill people. Though this law obviously is "throwing the baby out with the bath water", they haven't made up anything different yet to prevent deaths from so-called fighting breeds.
