Hm. That's interesting. But when he said that "any old straw will do", I don't think that's a good idea. Oftentimes straw contains some nasty chemicals. Tracking where the straw came from and did the farmer use chemicals and if so what chemicals would be good to know.
Here is another easy way to grow potatoes.
One person who lives in Ireland leaves the potatoes in the ground for winter. He has noticed that this way the potatoes stay good for all winter long. I suppose that way you risk losing some of the crop to other animals living in your area, but he hasn't had that problem.
