Despite ringing denunciations from small EU tech businesses, giant EU entertainment companies, artists' groups, technical experts, and human rights experts, and the largest body of concerned citizens in EU history, the EU has concluded its "trilogues" on the new Copyright Directive, striking a deal that—amazingly—is worse than any in the Directive's sordid history.

The Final Version of the EU's Copyright Directive Is the Worst One Yet (13. Feb. 2019)

The EFF is perhaps not the most balanced source on this topic, so I'll try to find some different articles later.

Anyway, it seems this will also impact VV unless perhaps Brexit means we'll not be directly affected. I haven't read up on these articles yet and their precise impact.

The directives themselves are not actual laws, but national governments in the EU now have two years to implement the directives in their laws.

It'll be interesting to see how the national governments implement the directives and how this all plays out, the unintended consequences and so forth.
