Europol said on Sunday 66 people had been arrested for trading horsemeat unfit for human consumption and it had seized bank accounts, properties and luxury cars following an investigation into a food scandal that shocked European consumers.

Apparently, the horses were too old or in too bad a condition for human consumption.

Meanwhile, in the UK, a business man goes on trial for involvement in the 2012 horse meat scandal:
“This case, stripped to its essentials, is actually very straightforward. It is about lying to people and deceiving people to make money. Or, to be more precise, to make more money,” the prosecutor, Jonathan Polnay, told the jury. “Like most, if not all, offences of dishonesty, it was motivated by greed.”

In the US, some lawmakers are trying to get horse back on the menu, but:
The funding bill still needs to pass in the House, and the ban could be reinserted. Another bill, the Safeguard American Food Exports Act, could ban both domestic horse slaughter and selling horses to foreign slaughterhouses. So, it’s unlikely anyone in the United States will be eating horse cheeseburgers this time next year.

People who wanted to book a table in that restaurant, were, however disappointed to hear that the restaurant is not currently active, and that the video had been produced by "Swissveg" and "Beyond Carnism". ;)

Cats, dogs and to some extent horses are animals we encounter in our daily lives, and having lived in symbiosis with humans for thousands of years, they have adapted to us, e.g. in the way they communicate with us. Wolves don't bark, but dogs do. Cats can meow similar sounds as do human babies. Cats and dogs enjoy petting, and sometimes playing with humans. Dogs and cats especially sometimes behave in ways that seem very "human" and "cute". Therefore we love them, are fascinated by them, make cat & dog videos and memes, spend time and money on our cat, dog and horse companions. The result of this is that we consider these animals more like ourselves than many other animals, and not like "food animals".

I suppose their function was always to be the food, or to excrete food in the case of cows. Cats, dogs and horses had different functions.
